On March 2, the nation's first "pre-positioned supervision warehouse" for cross-border e-commerce retail exports, embedded in the production and operation process of an e-commerce platform, was officially launched in Weihai, Shandong.
On the morning of March 2nd, at a logistics warehouse of an e-commerce platform in the Lingang District of Weihai, Shandong Province, staff were packing and sorting cross-border e-commerce export parcels. These packaged parcels then entered the customs' "pre-shipment supervision warehouse" for cross-border e-commerce retail exports to complete customs clearance procedures. In just a few seconds, the goods can complete the declaration and release process, then be packed on-site, and can be shipped abroad by international liner that evening.

Previously, after packaging and sorting, companies had to transport the goods to a customs-supervised area for inspection, complete the formalities, and then repack them. The "pre-positioned supervision warehouse" moves the customs supervision area directly to the company's warehouse, embedding the supervision process into the operational workflow. Companies can complete the entire customs clearance process, including declaration, inspection, and packing, right in the warehouse.

Currently, the cross-border e-commerce retail export model is characterized by low single shipment value, multiple product categories and specifications, and high shipment frequency. Customs has innovatively launched the "pre-positioned supervision warehouse" model, which embeds customs supervision into the enterprise's production and operation process without affecting the normal operation of the enterprise's original warehouse, and realizes one-stop processing of "warehousing, sorting, declaration, inspection, packing and transit".

Chen Xiao, head of a cross-border e-commerce logistics company:
Under the new model, businesses can complete customs clearance procedures in the warehouse without leaving their premises. About 30% of the goods on cross-border e-commerce platforms can be shipped one day earlier. The average customs clearance time for parcels is reduced by more than 3 hours, and domestic logistics costs are reduced by more than 20%.
